A. All garbage collection and removal shall be the responsibility of either the property owners or residents of each property.
B. Each person, firm or corporation owning, operating or conducting any place of business within the city shall be responsible for the removal of all garbage originating on their premises from the city at least once each week, and other refuse, litter and debris originating on their premises removed from the city at least once each two (2) weeks or as needed to prevent offensive odor or dangerous or unsightly accumulation of such garbage, litter and refuse.
