For the purpose of better protecting the inhabitants of the city against the hazards of disease and fire, it is hereby declared to be unlawful for any person, firm or corporation to place in the open, dump, pile or scatter any garbage, refuse or litter of any kind in or upon any street or alley within the city, or upon any private property where the same might be a menace to health or create a hazard by fire.
