A fee as established by resolution of the city council will be imposed on every new business or occupation within the city limits. Each existing business has until January 1, 2001, to apply for its license and thereafter on the first of each year. Each new business must apply when started. Each annual license fee shall be renewable on January 1 of each calendar year. Failure to pay the license fee within thirty (30) days after the date that it is due shall result in a penalty of double the amount of the license fee. Any license fee or penalties shall constitute a debt to the city and may be collected by court proceedings if not paid to the city by the proper date, and considered an infraction by the courts.
