Any person, firm or corporation violating any of the provisions of this title shall not be entitled to the issuance of any building permits for construction of buildings or otherwise on the land being subject to subdivision under the provisions of this title, and existing building permits shall be subject to forfeiture thereof in addition to any other penalties imposed.
