1-6-6: ORDINANCES:
   A.   Passage Generally: All ordinances of the City (except those of an emergency nature in case of a riot or an emergency requiring immediate action) shall be read at a regular or special meeting and adopted section by section (except under the suspension of rules) when, if a majority of the City Council vote in favor of the adoption or passage of the ordinance, the Clerk-Treasurer shall so note it in the journal. Thereupon, if the Mayor approves the same, he shall sign his name after the word "approved", giving the date thereof. The Clerk-Treasurer shall then attest the same under the Seal of the City.    B.   Publication: Before any ordinance, except those of an emergency nature, as referenced in subsection A of this section, shall take effect, the same shall be published for one issue in the official newspaper of the City, and the said ordinance shall take effect the day following the publication thereof.    C.   Emergency Ordinances: Ordinances of an emergency nature, in case of a riot or any other emergency, shall take effect immediately after the passage of the same by proclamation of the Mayor, posted in five (5) public places within the corporate limits of the City. (Ord. 5, 2-2-1903)
   D.   Vetoed Ordinances: In case the Mayor vetoes an ordinance passed by the City Council, the same shall again be referred to the City Council when, if one-half (1/2) plus one of the members vote for the same, it shall be passed and published as other ordinances.
