No person within the limits of the city shall hereafter erect or maintain any barbed wire fence or fence constructed partly of barbed wire along, facing or abutting upon any sidewalk or public street or thoroughfare within the limits of the city or within two feet (2') of the line of said street abutting any private property. Any person, firm or corporation violating the provisions of this section shall be guilty of a misdemeanor and, upon conviction thereof, shall be punishable as provided in section 1-4-1 of this code.
