§ 154.005 PLAN APPROVAL.
   Plans for subdivisions shall be submitted to and approved by the Planning Commission before they are recorded.
   (A)   No subdivision of any lot, tract or parcel of land shall be made; no street, sanitary sewer, storm sewer, water main or other facilities in connection therewith shall be constructed, opened or dedicated for public use or travel; or for the common use of occupants of buildings abutting thereon, except in strict accordance with the provisions of this chapter.
   (B)   No lot in a subdivision may be sold; no permit to erect, alter or repair any building upon land in a subdivision may be issued; and no building may be erected in a subdivision unless and until a subdivision plan has been approved and recorded and until the improvements recommended by the Planning Commission and required by the City Council in connection therewith have either been constructed or guaranteed as hereinafter provided.
   (C)   The provisions of the subdivision and land development regulations shall apply to and control all land subdivisions whose plans have not been recorded in the office of the Recorder of Deeds, in and for Erie County, Pennsylvania, prior to the effective date of the first adopted land subdivision regulations. The effective date for such regulations was March 1965.
