(A) The permittee shall maintain all soil erosion and sedimentation control measures until restoration of the land is complete.
(B) The permittee shall restore all disturbed surfaces to former grade, except where modifications shown on the soil erosion and sedimentation control plan may be necessary for access roads and accessory structures. All land surfaces, except access roads, shall be seeded, fertilized, mulched or otherwise stabilized. If such site restoration has not been completed within 30 days after completion of the development phase, the city shall notify the permittee and the surety company in writing of such violation. The city may allow an extension of time when severe weather conditions exist. If said violations are not corrected within 30 days following the date stipulated in the written notice, the city may, with permission of the land owner, complete the restoration work and the cost of said work shall be assessed as damages against the permittee.
(C) All equipment and other apparatus not used directly for ongoing mineral extraction shall be removed from the site.
