All existing mobile home parks and spaces not meeting the requirements of this chapter shall be declared nonconforming and shall not be permitted to add spaces or make any improvements inconsistent with the terms and conditions of this chapter. All provisions and conditions of this chapter are applicable to nonconforming parks, except Sections 146.08 through 146.15, 146.17, 146.18 and 146.20.
