Nontransient and transient residential buildings shall be equipped with a manual alarm service, as defined in the series of NFPA Standards 71-1979 through 72, A, B, C, D - 1979 and 72E-1979, a local alarm system as defined in those standards where conditions are as follows:
(a) The building is an apartment house, motel or hotel or multiple use occupancy, including residential, more than 3-stories high.
(b) The building is a dormitory or rooming house accommodating more than ten persons above the first floor.
