(A) There is hereby created the position of Acting City Administrator who shall fill the role of and perform all functions and duties of the City Administrator as defined within this code and such state statutes as may be applicable thereto.
(B) The City Administrator is hereby allowed to appoint an Acting City Administrator for up to 30 calendar days. In the event that the City Administrator is absent for a period of time in excess of 30 calendar days or in the event of either the incapacity of the City Administrator or a vacancy in the office, the Mayor shall appoint, with the approval of a majority of the City Council, the Acting City Administrator.
