§ 72.029 PARKING IN ALLEYS.
   It shall be unlawful for the operator of any vehicle to stop, stand or park such vehicle in any alley for a period of time longer than is necessary for the loading or unloading and said vehicle shall be parked in such a manner as will cause the least obstruction possible to traffic in the alley, and in any case will not remain parked for the purpose of loading or unloading for a period to exceed 20 minutes.
   In the downtown business district, vehicles will be parked generally on the north and west side of the alley unless alternative parking is permitted by the Traffic Control Device Committee.
