It shall be unlawful for the driver of a vehicle to drive to the left side of the center line of a street except as is otherwise provided in this title. A driver may not move to the left side of the center line in order to overtake and pass another vehicle proceeding in the same direction, or a vehicle parked at the curb, unless the left side is clearly visible and is free of oncoming traffic for a sufficient distance ahead to permit the overtaking and passing to be made in safety and the road marking indicates that it is permissible to pass other vehicles.
