(a) Whoever violates any of the provisions of this chapter is guilty of a minor misdemeanor for a first offense and shall be fined not more than one hundred fifty dollars ($150.00). For any subsequent offense, the offender is guilty of a misdemeanor of the third degree and shall be fined not more than five hundred dollars ($500.00) or imprisoned not more than 60 days, or both. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.

(b) In addition to the penalty provided in division (a) hereof, the court shall order the surrender to the municipality by the defendant of all permits held under this chapter.
