The Director of Finance shall refund any license fee erroneously paid or to the extent overpaid on any license application. The Chief of Police, on application of the licensee or otherwise, may determine the amount of any such erroneous payment or overpayment. The Chief of Police shall thereupon draw a warrant for such certified amount on the Director of Finance to the person entitled to such refund.
