(a) A vehicle passing around the rotary traffic island presently located in the public square at the intersection of Main Street and Park Avenue shall be driven only to the right of such island.

(b) All vehicles where passing through or turning in the public square shall keep to the right of the circle and no left hand turns shall be permitted until after the vehicle has passed the circle on the right side thereof.
