Sediment basins and traps, diversion dikes, sediment barriers, and other measures intended to trap sediment on-site shall be constructed as a first step in grading and be made functional before upslope land disturbance takes place. Earthen structures whether permanent or temporary such as dams, dikes, sediment basins, storm water basins and diversions shall be seeded and mulching within seven days after installation is complete.
