Every dwelling unit shall have additional areas provided for the necessary utility room or laundry hallways, stairways or other interconnecting spaces or closets and that area occupied by partitions. For closet space, there shall be at least four square feet of floor-to-ceiling height for the personal effects of each permissible occupant. If there is a deficiency in the required closet space, that deficient area shall be subtracted from the computed habitable room area to be used in determining permissible occupancy.
