The maximum density of occupancy of any dwelling unit by persons shall not exceed the following:
(a) For the first two occupants, there shall be at least 250 square feet of habitable room floor space and at least 100 square feet of additional habitable room floor space for every additional occupant; or
(b) The total number of persons shall not exceed twice the number of acceptable sleeping rooms, except that this limitation will not apply to children 12 years age or younger where the space requirements of § 1490.04 are satisfied.
