No owner or occupant of a dwelling structure or premises shall maintain or permit to be at or on the exterior property areas of such premises any condition which deteriorates or debases the appearance of the neighborhood, adversely alters the appearance and general character of the neighborhood, creates a fire, safety or health hazard or becomes a public nuisance, including but not limited to, the following:
(a) Broken, uneven or improperly maintained sidewalks, walks and driveways;
(b) Nonusable appliances, automobiles, furniture and other junk;
(c) Signs or displays that are unsightly, grotesque or offensive to the senses.
