All fences provided and/or caused to be erected by an owner, agent or occupant shall be constructed of manufactured metal fencing material, wood, masonry or other inert material. The permissible height and other characteristics of all fences shall conform to the appropriate ordinances and regulations of the municipality. Whenever any required means of egress from the dwelling opens into the fenced area, there shall be an openable exit to adjacent premises or a public way. Such fences shall be maintained in good condition, uniform in height, and all metal or wood shall be protected against deterioration by the use of proper paint or other preservative.
