In every dwelling of multi-family structures, the cellars, basements and crawl spaces shall be maintained reasonably free from dampness or other conditions conducive to decay or deterioration of the structure. The floors and walls of a habitable room in a basement shall be impervious to leakage and effectively insulated against dampness. No habitable room is permitted in a cellar.
