Structurally sound hand rails shall be provided on any steps containing three or more risers. If steps are not enclosed, hand rails and balusters spaced not more than eight inches apart shall be provided. Porches and/or balconies located more than three feet higher than the adjacent area shall have structurally sound protective hand rails, 30 to 36 inches high, and, if unenclosed, shall have balusters spaced not less than eight inches apart.
