The purposes of A-O-C Districts are as follows:
(a) To preserve and protect land for agricultural uses, including, but not limited to, farming, dairying, pasturage, apiculture, horticulture, viticulture and animal and poultry husbandry;
(b) To preserve and protect open spaces which have historic, scenic or recreational value; and
(c) To conserve natural resources, such as river valleys and tracts of forests, and to reduce problems created by intensive development in areas having excessively high water tables or which are subject to flooding or which are topographically unsuited to urban uses.
