§ 1248.04 STREET DESIGN STANDARDS.
   (a)   In general. The arrangement, character and location of all streets shall conform to the Major Thoroughfare Plan, as amended, and be considered in relation to existing and planned streets, topographical conditions and public convenience and safety, as well as in their appropriate relation to the proposed uses of the land to be served by such streets. The street pattern shall discourage through traffic in the interior of a subdivision. The subdivider shall provide, within the boundaries of the subdivision plat, the necessary rights-of-way for the widening, continuance or alignment of such streets, in conformity with such Plan.
   (b)   Local streets. All local streets shall be designed and constructed in accordance with the standards specified in Figure 18 immediately following these subdivision regulations.
   (c)   Collector streets. All collector streets shall be designed and constructed in accordance with the standards specified in Figure 18 immediately following these subdivision regulations.
   (d)   Arterial streets. All arterial streets shall be designed and constructed in accordance with the standards specified in Figure 18 immediately following these subdivision regulations. No local street or driveway shall intersect an arterial street. Marginal access roads shall be provided, when necessary, in accordance with § 1248.05(c). Only collector streets shall intersect arterial streets and the minimum spacing between such streets shall be not less than 1,320 feet.
