§ 1248.01  PURPOSE; RESPONSIBILITY OF PLANNING COMMISSION.
   (a)   The purpose of this chapter is to specify design standards that shall be followed in the development of subdivisions. The provisions of §§ 1248.02 through 1248.17 shall control the manner in which streets, lots and other elements of a subdivision are arranged on the land. These design controls shall help ensure convenient and safe streets, the creation of usable lots, the provision of space for public utilities and the reservation of land for recreational uses. The planning of attractive and functional neighborhoods shall be promoted, which minimizes the undesirable features of unplanned, haphazard growth.
   (b)   The Planning Commission has the responsibility for reviewing the design of each future subdivision early in its design development. The Commission shall ensure that all of the requirements of §§ 1248.02 through 1248.17 are met. (See Figure 17 immediately following these subdivision regulations.)
