These subdivision regulations shall become effective from and after the date of their approval and adoption by the Planning Commission and Council, after public hearing and certification to the County Recorder. Thenceforth, any other regulations previously adopted by Council or the Planning Commission shall be deemed to be repealed. These subdivision regulations shall in no way affect any subdivision having received preliminary approval prior to the effective date of these subdivision regulations (Ordinance 74-O-129, passed October 17, 1974), provided, however, that no changes to the preliminary plat, as approved, are introduced by the subdivider.
