Pursuant to § 8.08 of the Charter, there is hereby established a Public Safety Vehicle Service to provide emergency ambulance service for the municipality and the inhabitants thereof. Such service shall be under the supervision of the Director of Public Safety.

(a) The Director of Public Safety and the Chief of the Public Safety Vehicle Service, also known as the Columbiana Emergency Medical Service, who shall be appointed by and serve at the pleasure of the Director of Public Safety with the approval of Council, shall be and hereby are charged with the responsibility of providing administrative direction for the Service, the Director being charged with the supervision and control of the Chief.
(b) The Chief of the Service shall have the duties and responsibilities as set forth in Exhibit A, attached to original Ordinance 91-O-1220, passed February 19, 1991. The Chief shall be compensated as determined from time to time by Council.

The personnel to be involved in the operation of the Public Safety Vehicle Service shall be duly appointed members of the Auxiliary Police Unit of the Police Department. Such personnel shall be otherwise qualified to participate in such service in accordance with the laws of the state and the rules and regulations of its departments and agencies.

Personnel of the Public Safety Vehicle Service are hereby authorized to go outside the corporate limits of the municipality for the purpose of rendering aid in cases of accidents, illnesses or other emergencies or situations requiring emergency vehicle service. However, such personnel shall not render such services outside the corporate limits without an order from the Coordinator or the Assistant Coordinator of the Service or a person authorized by such Coordinator or Assistant Coordinator to give such an order.
