§ 94.30 DOGS IN PARKS AND ATHLETIC FACILITIES.
   (A)   It shall be unlawful for any person knowingly to allow or permit any dog owned by him or her or under his or her control to run at large in any park or any public property or to enter any of the lakes, ponds, fountains or streams therein, excluding any areas expressly demarcated as Off Leash areas.
   (B)   No dog shall be permitted in any Town-owned athletic facility except guide dogs and other service animals.
   (C)   It shall be the duty of the owner of any dog permitted to be in any public place to see that such dog is on a leash in the hands of a person capable of man-aging such animal so that it will not bite or injure any person or animal or damage any property.
   (D)   It shall be the responsibility of the owner or custodian of any dog to remove feces left by the dog within town parks. Enforcement of this section shall be in accordance with § 94.99. This subsection shall not apply to persons owning guide dogs and other service animals, such as seeing eye dogs, who are legally blind or confined to a wheelchair or otherwise physically disabled so that they are incapable of disposing of feces left by their animal.
