§ 94.23 DOGS IN PUBLIC TO BE ON LEASH.
   It shall be the duty of the owner of any dog permitted to be in any public place to see that such dog is on a leash in the hands of a person capable of managing such dog so that it will not bite or injure any person or animal or damage any property.
