The mayor shall require enforcement of this title and of all other ordinances and laws pertaining to public health and contagious diseases. To this end, he is hereby authorized to enter at any reasonable time, in person or by deputy, any building, premises or vehicle within the city or its police jurisdiction and to command the aid of the police department, if necessary, to obtain such enforcement.
