When it is shown that there are extraordinary hardships because of the complete and strict compliance with this chapter, the city council shall have the power to vary the requirements of this chapter so that there is substantial compliance in harmony with the general purposes and intent of this chapter and the public interest is still served. Before any such variance is granted, it shall be determined that same will not be injurious to the neighborhood or otherwise detrimental to the public welfare. (Ord. 84-9)
