All mobile home developments existing as of the effective date hereof not meeting the requirements of this chapter shall be declared nonconforming by the enforcing agency and shall not be permitted to add spaces or make any improvements inconsistent with the terms and conditions of this chapter. Any such nonconforming mobile home developments which discontinue operating shall not reopen until the conditions of this chapter shall have been complied with. (Ord. 84-9; amd. Ord. 87-1)
