No aircraft equipped with apparatus for distribution of sprays, dust, weather modification or other chemicals, seeds or bait shall be loaded or unloaded on the asphalt ramps, nor shall any aircraft so equipped be parked on such asphalt ramps, unless such aircraft is provided with proper fittings and nozzles which are in a sound and leakproof condition.
