The board and/or airport manager, upon written application, may lease buildings, building sites or any portion of the airport to persons desiring to construct hangars or other appropriate structures at the airport. Such structures shall be built according to the rules and regulations which now exist, or which may hereafter be adopted, regarding specifications and plans, and shall be subject to the approval of the city engineer and building official, and such structure shall be erected only on such area of the airport as the board and/or manager shall designate and under conditions and provisions as to the reversion of such property which may be imposed.
