All pilots, crewmen, service and maintenance personnel, ground personnel, passengers, onlookers and all other persons employed at, visiting or utilizing the airport shall be governed by the present and future rules and regulations promulgated by the Yellowstone regional airport joint powers board, as well as by the provisions of the city ordinances and all applicable rules and regulations of the United States and the state, which rules and regulations are made a part hereof by reference as if set out in full herein.
