All sidewalks or curbs and gutters shall be laid to the grade lines established by the city engineer. At the intersection of curbs and gutters or sidewalk with any alley or driveway, and at all street corners, such curbs and gutters, sidewalks and driveways shall be installed only in accordance with the plans furnished by the city engineer. If any such sidewalks, curbs and gutters are not laid or constructed in accordance with the provisions hereof, the city council may direct the same to be relaid or reconstructed at the expense of the owner of the abutting property.
