7-1-15: CONSTRUCTION GENERALLY; PERMIT; REQUIRED:
No person shall construct, reconstruct, or remove any sidewalk, curb, gutter or pavement, without first having obtained a permit from the city engineer specifying the work to be done. (1960 Compilation § 14-103)
