No person shall construct or reconstruct any cement sidewalk, curb, gutter or driveway, or do any other concrete work on any street or alley, without first having filed a bond with the city clerk.
Such bond shall be in the amount of one thousand dollars ($1,000.00) as a guarantee that he will faithfully comply with the provisions of the specifications covering such work as prepared by the city engineer and with the provisions of this chapter insofar as they may apply to the work he proposes to do.
