No vehicle shall be driven in a backward direction to make a turn on any street nor shall a vehicle be backed into or in a street intersection. No vehicle shall be driven in a backward direction farther than is absolutely necessary to avoid accident, or to put itself into such position as to enable it properly to proceed on its ways, or to park properly.
