It shall be unlawful for any person to drive a vehicle upon the streets, alleys or highways of this city in a careless or heedless manner in disregard of the rights or safety of others, or without due caution or circumspection, or at a speed or in such manner as to endanger or be likely to endanger any person or property. Conviction of such driver under this section shall not require mandatory suspension of driver's or operator's license under state law. (1960 Compilation § 17-211; amd. Ord. 423; Ord. 80-4)
