§ 30.17 ORDER OF BUSINESS; PRECEDENCE OF SPECIAL BUSINESS.
   (A)   The order of business at all regular meetings of the Board will be, unless the Board directs otherwise, as follows:
      (1)   Roll call of members;
      (2)   Reading of minutes of last meeting;
      (3)   Correction of minutes;
      (4)   Receipt of petitions;
      (5)   Reports of committees;
      (6)   Reports of officers;
      (7)   Unfinished business;
      (8)   New business; and
      (9)   Auditing bills.
   (B)   If the Board directs any matter to be the special business of a future meeting, the same shall have precedence over all other business at the meeting.

§ 30.18 PROPOSITIONS TO BE SECONDED; REDUCTION OF PROPOSITIONS TO WRITING.
   At meetings of the Board, no proposition shall be entertained by the Mayor until it has been seconded and every proposition shall, when required by the Mayor or any member, be reduced to writing.

§ 30.19 CALLING FOR PREVIOUS QUESTION AND THE LIKE.
   The previous questions may be called at any time by a majority of the members present at a meeting of the Board. The ayes and nays may be called for by any member of the Board.

§ 30.20 REVIEW OF PREVIOUSLY DECIDED QUESTION; RECONSIDERATION OF VOTE.
   No question decided by the Board shall be again brought forward at any subsequent meeting, except upon motion made by some member who voted with the majority. A motion to reconsider a vote shall not be in order, except at the same or succeeding adjourned meeting of the Board to that which the vote was taken; provided that, a vote or question may be reconsidered at any time by a vote of two-thirds of the Board.

§ 30.21 MOTIONS HAVING PRECEDENCE.
   (A)   When, at a meeting of the Board, a question is under consideration, no motion shall be received except as follows:
      (1)   To lay on the table;
      (2)   To postpone to a time certain;
      (3)   To postpone indefinitely;
      (4)   To refer to a committee;
      (5)   To amend;
      (6)   To strike out or insert; and
      (7)   To divide.
   (B)   Motions for any of these purposes shall have precedence in the order named.

§ 30.22 AMENDMENTS AND SUBSTITUTES.
   The provisions of this section shall apply at all meetings of the Board. All amendments shall be considered in the order in which they are moved. When a proposed amendment is under consideration, a motion to amend the same may be made. No further amendment to the second amendments shall be in order, but when an amendment to an amendment is under consideration, a substitute for the whole matter may be received. No proposition on a subject different from the one under consideration shall be received under color of a substitute.

§ 30.23 MOTIONS TO ADJOURN.
   At a meeting of the Board, a motion to adjourn shall always be in order and shall be decided without debate.

§ 30.24 WHEN ELECTIONS TO BE BY BALLOT.
   All elections by the Board shall be by ballot if required by any two members of the Board.

§ 30.25 RESIGNATION OF MEMBERS.
   The resignation of any member of the Board shall be in writing. The resignation shall lie on the table until the next regular meeting unless considered by unanimous consent.
