§ 51.02 PRIVATE GARBAGE COLLECTION PROHIBITED.
   (A)   It shall be unlawful for any person, firm, or corporation, except the city, to engage in or conduct the business of collection, removal, or disposal of refuse or garbage within the corporate limits of the city. All residents and places of business within the city shall have their garbage and refuse collected and disposed of by the city.
   (B)   The Mayor or his or her designee may, with the approval of Council, promulgate and enforce any and all reasonable rules and regulations deemed necessary or proper from time to time to carry out the objects and purposes of this chapter and for the health and welfare of the citizens of the city with respect to the collection, removal, and disposal of garbage and refuse as defined in § 51.01 of this chapter.
   (C)   Private scavengers, push cart operators, and private garbage collectors are hereby prohibited from engaging in the business of transporting or disposing of garbage or refuse.
