For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
OFFICIAL GARBAGE BAGS. The specially marked plastic bags as sold by the city for the specific purpose of garbage disposal, the fee for which is included in § 51.03 of this chapter.
PRIVATE SCAVENGER. One who for hire, collects, removes, or disposes of garbage or refuse.
REFUSE or GARBAGE. All sweepings, cleanings, trash, rubbish, litter, garbage, industrial, and domestic wastes; organic wastes or residue of animals sold as meat, fruit, or other vegetable matter from kitchens, dining rooms, markets, or places dealing in the handling of meats, fowl, fruits, grain, or vegetables; offal, animal excretia, the carcass of animals, and accumulated waste materials or substances which may become nuisances, some of which are more particularly classified as follows.
(1) PREPARED GARBAGE. Waste materials from kitchens, dining rooms, and similar places, from which liquids have been drained.
(2) TRASH. Waste material containing no putrid matter or organic wastes.
REFUSE OR GARBAGE COLLECTION. The gathering of refuse or garbage that has been placed in official garbage bags and their containers from the premises of improved property, loading contents into removal vehicles and returning containers to place where found after plastic bags have been removed, for which the charge is made as provided for in § 51.03 of this chapter.
REFUSE OR GARBAGE CONTAINER. Standard containers for the storage of refuse or garbage shall be official plastic bags as purchased at City Hall which must be placed in metal or plastic cans or other protective containers.
REFUSE OR GARBAGE DISPOSAL. The disposal of refuse or garbage in accordance with rules and regulations promulgated by the City Council.
