Any person violating any of the provisions of this chapter or failing or refusing to abide by and comply with the rules or regulations promulgated to effectuate the provisions of this chapter shall, upon conviction, be fined not more than $500 nor less than $50 for each offense. Each succeeding day a violation exists shall constitute a new and separate offense.
