8-2A-1 PERMIT REQUIRED.
   No unauthorized person shall uncover, make any connection with or opening into, use, alter, or disturb any public sewer or appurtenance thereof without first obtaining a written permit from the City in accordance with the following:
   1.   Application. Any person desiring to make a connection with the sewer system shall first file with the City an application therefor, on blanks furnished by the City, setting forth the location and description of the property to be connected with the sewer system and for what purpose the sewer is to be used.
   2.   Plans and Specifications. The permit application shall be supplemented by any plans, specifications, or other information considered pertinent in the judgment of the Community Development Director or other duly authorized employee of the City.
   3.   Classes of Permits. There are three classes of building sewer permits.
      A.   For residential and commercial service.
      B.   For service to establishments producing industrial wastes.
      C.   For a connection to an existing building sewer already connected to the public sewer.
   4.   Permit Fee. The person who makes the application shall pay the following fee to the City to cover the cost of issuing the permit and supervising, regulating, and inspecting the work:
      A.   One-family: $75.00 plus $10.00 inspection fee;
      B.   Duplex: $150.00 (one sewer allowable) plus $10.00 inspection fee;
      C.   Apartments: $150.00 for the first two units, and $20.00 for each unit thereafter, plus $10.00 inspection fee;
      D.   All other connections: $75.00 plus $10.00 inspection fee;
      E.   Unusual service connection fees will be determined by the Council when unusually high water use is anticipated, plus the $10.00 inspection fee.
   5.   Limited Responsibility for Permit Revocation. All sewer connection permits shall be given upon the express condition that the Council may, at any time before the work is completed, revoke and annul the same and no party interested shall have a right to claim damages in consequence of any such permits being revoked or annulled.
   6.   Bond Required. The person performing the connection shall provide a surety bond in the sum of $5,000.00 secured by a responsible surety bonding company authorized to operate within the State, conditioned to indemnify and hold the City harmless against all losses or damages that may arise from or be occasioned by the making of connections with the public sewers or excavations therefor or by carelessness, negligence, or unskillfulness in making the same. Such bond shall remain in force and must be executed for a period of one year, except that on such expiration it shall remain in force as to all penalties, claims, and demands that may have accrued thereunder prior to such expiration.
8-2A-2 PLUMBER REQUIRED.
   All installations of building sewers and connections to the public sewer shall be made by a State-licensed plumber.
8-2A-3 EXCAVATIONS.
   All trench work, excavation, and backfilling required for the installation of a building sewer shall be performed in accordance with the provisions of the State Plumbing Code and the provisions of Title 7 of this Code of Ordinances.
