(A) It shall be unlawful to dump or place any garbage, refuse or ashes in any city park or cemetery, including placing such material in any container.
(B) However, this section shall not be construed to prohibit the following:
(1) When garbage, refuse or ashes is dumped or placed in a city park, such material is put in a container provided to hold such material when that material results from the proper use of the park (such as refuse left from a picnic in the park); and/or
(2) When garbage, refuse or ashes is dumped or placed in a city cemetery, such material is put in a container provided to hold such material when that material results from the proper use of the cemetery (such as refuse left from placing flowers at a gravesite in the cemetery).
