(B) The aforementioned streets are hereby declared to be through or preferential streets except as modified hereinafter for the purpose of regulating traffic upon or across the same. Every operator of a vehicle, street car or other conveyance traveling upon any street or roadway intersection entering any through street above designated, shall bring the same to a full, complete stop at the place where such street meets the prolongation of the nearest property line of such through street, subject, however, to the directions of any official traffic-control sign or the directions of any police officer at such intersection.
(C) The operator of any vehicle who has come to a full stop as required above, upon entering the through street, as well as operators of vehicles on such through street, shall be subject to the right-of-way provisions set forth in § 70.07.
(D) The Police Department is hereby authorized to place and maintain or cause to be placed or maintained, on each and every street intersecting a through street, appropriate signs upon or near the street and, in addition thereto, may place and maintain any appropriate devices or marks in or near the highway, such signs, devices or marks to bear the word stop.
