SCHEDULE I.  SPEED LIMITS.
   General speed limits as described in § 70.02 will be enforced, depending upon favorable conditions, upon the public streets of the city except for the areas listed below.
   (A)   A speed limit of 20 mph will be enforced in the following business districts:

   (C)   A 40 mph speed limit will be enforced on Main Street north of Walnut Grove Cemetery to Indiana State Road 63.
   (D)   Any person who violates these traffic speed regulations, or goes a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing, shall be subject to the fine schedule provisions set forth in § 70.99.
