Upon receipt by the city clerk of the application for license, which has been approved by the chief of police, the city clerk, upon payment of the proper license fee, shall issue the requested license, deliver said license to the applicant; provided, however, that no license shall issue to any applicant who has been convicted of the commission of a felony under the laws of the state of Illinois or any other state or federal law of the United States within five (5) years of the date of the application; nor to any person who has been convicted of the violation of any of the provisions of this chapter; nor to any person whose certificate of registration issued hereunder has previously been revoked as herein provided.
The license issued hereunder shall state the expiration date thereof. (Ord. 366, 3-4-1986)
It shall be unlawful to engage in soliciting or peddling prior to nine o'clock (9:00) A.M. or after seven o'clock (7:00) P.M. of any weekday or at any time on a Sunday or on a national holiday.
It shall be unlawful for itinerant merchants to conduct their business upon public streets or alleys in the city. (Ord. 366, 3-4-1986)
The following fees shall apply to any license issued pursuant to this chapter:
(A) Peddler's License: The following fees shall apply to peddlers:
1. For the use of a cart, wagon, auto or any other vehicle, for each cart:

Monthly license | 30.00 |
2. For peddlers not using any vehicle:
Yearly license | $60.00 |
Monthly license | 24.00 |
(B) Itinerant Merchants: The fee for an itinerant merchant's license shall be as follows:
Monthly license | $150.00 |
Daily license | 40.00 |
(C) Solicitor's License: The following fee shall apply to solicitors:

The preceding provisions of this chapter shall not apply to the following:
(A) Prior Invitation: Any person who, for the purpose of selling or taking orders for the sale of merchandise or services, has been previously invited by the occupant of a residence to call thereon.
(B) Farmers: Any person whose principal occupation is that of a farmer, who sells the products of his own farm, vineyard, orchard or garden, provided he does not obstruct streets, sidewalks or other public places or solicit in any public park, unless with the city council approval.
(C) Newspaper Vendors: Any person who, on behalf of the publisher of any newspaper of general circulation within the city solicits to sell such newspapers.
(D) Garage Sales: Any person who, outside their usual employment, conducts a casual sale of tangible personal property on private property, which sale is advertised by any means whereby the public at large is or can be made aware of said sale; provided however, that any person conducting a garage sale or similar casual sale more than four (4) times within a twelve (12) month period or more than four (4) consecutive calendar days at any occurrence shall not be exempted from the provisions of this chapter.
